La ville de Saint-Ouen souhaite récupérer les locaux qui l'abritent.Denis Maurey envisage là une solution à ce problème et demande à Serge Bouillon de fonder à Bagnolet, le nouveau CFPTS.Serge Bouillon, nommé en Février 1980 pour diriger le CFPTS ; il s’installe à Bagnolet en Mai 1980.
